The document emphasises that major sporting events can serve as catalysts for sustainable and inclusive development if their lasting legacy is planned and realised with care. It highlights the importance of tangible and intangible outcomes in sporting, infrastructural, environmental, economic and social fields, and stresses that lasting legacy must be embedded from the bidding stage through to post-event years.
Member States are invited to adopt strategic, whole-life-cycle approaches involving multiple stakeholders (public authorities, sport organisations, industry, local communities), and to ensure the governance, sustainability, accessibility and inclusion of events. The document calls for multi-city or multi-country hosting models, clear monitoring, and the use of data and best-practice exchange to strengthen legacy outcomes.
Commission and sport stakeholders are asked to support harmonised statistics, data sharing, innovation, and alignment with environmental and human-rights standards.
